Plan credit allowance

The monthly credits each plan grants, read from plans.credits_monthly — the one table the billing engine uses. AI service prices are not editable here: they live in server/services/credits/policy.js and its CREDIT_COST_* environment overrides.

Credit packs & the money side

What a credit is worth in currency is decided by the packs a merchant can actually buy. Edit a row and save: the rate under the table is derived from these rows by server/services/credits/policy.js, and the rows are the same ones GET /api/billing/packs sells to merchants. This panel loads GET /api/admin/billing/packs, which adds the derived rate and the money constants the public shelf withholds. AI service prices are not set here. The constants at the bottom are read from the environment — shown, not typed, because a value this process wrote into its own process.env would be gone on the next redeploy and would read as a price that never existed.
